The best and most practical free resource is another youth leader
that you respect and have access to.  I cannot stress this point enough!!! 
    Their wisdom and insight from first hand experience over the years is invaluable.
Plus they may have some used curriculum you could have.  Consider this,
partnering with a larger youth group in the city can be a
great low cost ministry opportunity for you.

Make your ministry an answer to prayer by recruiting the elderly in you church to be involved in youth ministry by praying for individual students, leaders and events.

Check out  - www.parks.wa.gov  (click on Group Facilities - Environmental Learning Centers – ELC) for low cost retreat type facilities for almost any size groups.  (minimums vary – around $10 per night per person)  Most states have group sites for tenting and even some have cabins and kitchens for non-profit groups.

www.networknw.org is a regional youth ministry web site.  Regional information is there, like concert tour dates, local training conferences, a speakers list, etc. -  www.youthworkers.net – national network web site.

www.reach-out.org – “Parent Fuel” helps youth workers provide a great resource for parents (there is a charge).
